You can absolutely put in a fibreglass pool yourself and often save serious money doing it. But there are rules, and they change by state. Here is the plain-English version so you know what you are taking on before you order a shell.

What "owner-builder" means

Installing a pool is residential building work. If you manage that work yourself instead of hiring a licensed builder, you are the owner-builder, and above a certain value most states want you to hold a permit or certificate first. It is not hard to get, but you need it before the work starts.

New South Wales

• An owner-builder permit from NSW Fair Trading is generally required where the work is valued over about $10,000.
• If the work is valued over roughly $20,000 you usually need to complete owner-builder education first.
• The pool must be registered on the NSW Swimming Pool Register and have a compliant barrier before it is filled and used.

Queensland

• An owner-builder permit from the QBCC is generally required for work over about $11,000 on your own home.
• You usually cannot get a new owner-builder permit if you have held one in the past six years.
• A pool safety certificate (Form 23) from a licensed pool safety inspector applies, and the pool goes on the QBCC pool safety register.

Victoria

• A certificate of consent from the Victorian Building Authority is generally required for domestic building work over about $16,000.
• The pool must be registered with your council within 30 days of construction, with a certificate of barrier compliance lodged within 30 days of registering and re-lodged every four years.

What you can do yourself, and what you cannot

You can do a lot of the pool yourself. Some work must legally be done by a licensed trade, no exceptions:

• Plumbing must be done by a licensed plumber.
• Electrical must be done by a licensed electrician.
• The safety barrier must meet AS 1926.1 and be certified.
